I never remembered it being so insane to the point of $30USD to $38.50CAD and $60USD - $77.00CAD back when MWO was using the previous payment provider.

It changed when the Saudis flooded the market with oil. Warframe's provider is taking a hit there, since the CAD last i checked was something like .81USD.
Sadly the MWO rate you listed is closer to the real exchange rate. I ran the math and the MWO rate is 77/78 cents per USD vs 96. 77 was the rate a few months ago, 96 a year.
