The special thing about an omni mech variant is not the label itself (e.g. "EXE-D"), but the omnipods it comes with.
So apart from the fixed CT omnipod ("the mech"), the thing you buy it the omnipods.
If you could just buy D Omnipods in the mechlab for lousy CBills, then there would be nothing special about the early bird preorder and PGI would hardly make any money out of Omnimechs (plz don't flame "greedy PGI" blablabla, it's what pays their bills and keeps the game running).
IIRC from yesterday, you can even buy D-Arms for CB. Not sure if that is a mistake or kindness like with the Kit Fox C ECM-Arm.
The really special thing about the EXE-D are its side torso, anyway.
If you want to have those right now, you have to

I think the early adopter Cauldron Born is the C, there is no Cauldron Born D. It's prime, A B and C.

You can get actuators on the right arm with the Prime and one of the other variants, it's only the left arm that needs the D omnipod.

I know. I want ALL the arm movement though. Especially considering the twist range on the mech.
