Nothing changed other than the new patch, but I'm getting less than 30 fps when I normally get 55-60+ fps. Additionally, I am experiencing an odd delay between my actions and what the screen shows, which is unusual given the power of my laptop. The repair tool found and did nothing and my in game settings did not change. I'm not sure what is going on.

Is your network connection stable/changed? If you're playing over WLAN, try using a cable and see if it helps.

I have this sometimes, too and noticed it has to do with my internet connection.
Most noticable it is the delay between pressing the middle mouse button (zoom) and see the adaption of the zoomlevel ingame.
If you notice something like this, try to throw a quick glance at your ping via tab and see you've got a ping spike.

Maybe you should take a look about your FOV and put it to 60 for see if any good changes appears.
And some maps have fps drops since a patch ( maybe one month ago not the last one ) which modify some thermals object i noticed like mining collective and caustic map.. maybe it's something like that.

It seems that internet connection/ping must have been the issue. That or installing my updates for non-driver related things. Either way, issue resolved for me, for now.
