I had 3d 18hrs and it told me that I had less than 3ds(sic) so I couldn't break my contract. When the counter ran down below 3ds it still told me the same. Is contract breaking broken ?

I believe after breaking a contract it takes a 3 day cooldown before you are out of the faction and can join another. Therefore if your current contract is less than 3 days there is no reason to spend the cbills to break the current contract.

Think of it that way: contract breaking replaces your current contract with a 3 days long contract. If your current contract has less than 3 days left, it will do nothing.
You will be charged for remaining days on your contract (minus 3 days, as these will still be left for you to server) 50,000 C-Bills per day (rounded up). So in your case, you must have paid 50,000 C-bills to reduce your contract from 3 days 18 hours to 3 days.

Nope - I believe it might have been broken either by the Tuk event or in a more recent patch. With more than 3 days left it told me I had less than 3 days left and couldn't break, with less than 3 days it says the same. catch 22 in a nutshell 
PGI over complicated the contracts based on a much higher population level. Given the lack of players in some factions it makes good sense to allow solo players to break at will so some of the population is fluid, (a bit like market making on wall street, some traders are paid to just buy and sell stock to improve liquidity)

In past 4 weeks I broke the contract 5 times (IS faction hopping). Never had a problem. Had anywhere between 6 and 4 days on the contract.
In 4 hours from now will take another contract, and in 5 hours from now will break it. Will be back to confirm it's still working (or not).

Ok. Works fine. Couldn't break the contract as soon as I signed up, but after two games it worked. Have less than 3 days left even though I signed today.

Been trying myself to get out of this CW contract for the past week now. Can not stand CW anymore. Some say.."Join a team". Why? Do not want to.
