Its not a good "sniper" as such. For that you want a gauss jaeger or gausscat.

Tbolt ppc build is a midrange pinpoint damage brawler.

3 ppc it's too hot
imo it's better to take 2 ppc and some back-up weapons (like med lasers) or even 2 ppc and gauss

that build was popular a few months ago, at the time the TDR-9S had some amazing ERPPC Quirks, making the ERPPC run about as hot as a Large Laser usualy would, since the quirks were reduced that is too hot to allow sustained fire.

if you are going to be using it I would recommend dropping one of the PPCs and adding some backup weapons.

the ERPPC has a rather slow projectile velocity, if you are after something accurate at long ranges the Gauss Rifle does more damage per shot and the projectile travels much further and faster than the PPC. other alternatives would be the AC2 / AC5 / ER Large Laser can also do but you have to hold lasers on target and the ACs do much less damage per shot.

the Jagermech is best for Ballistics

the link below is to a dual Gauss Rifle Jagermech, this is one of the more popular long range fire support Mechs. there are no true snipers in MWO because there is no "one hit Kill" weapon, all Mechs can mount 18 ponts of armor and have 15 structure for a total of 33 hp on the head, some of the light Mechs cannot have that on legs or torsos. each Gauss rifle fires a 15 damage slug at something like 3,000 meters per second, some of the other ballistics and PPCs do not even ready 1,000 m/s, however to fire the Gauss you have to hold down the fire button for at least 0.75 seconds to charge the rifle, then you have 1.25 seconds to fire before it looses its charge

if you decide you do not like Gauss I chose the the JMD-DD because its stock config is not that bad, and it comes with an XL engine which you will probably want for the Jagermech, this will save you about 5 million cbills.
another possible loadout would be to drop a gun from the stock build and add more ammo and armor,
the AC2 and UAC5 are both OK at range, they do not have as good projectile velocity or as high single hit damage as the Gauss but fire smaller shells far faster for about the same damage per second, and also keep the enemy Mech shaking making it harder for it to return fire accurately.

thank you for the help! and is there a longrange weapon with no Charge and high velocity? =) like a laser or somthing? because what i've seen so far every one is that everyone is only for a short Moment of time looking above a hill so a Charge time is not that great i think :/

Look for a mech with quirks to large lasers. The one that comes to mind for me when you say this is the Raven 3L. Quirks to lasers and ECM. I see a lot of 3Ls with two Large Lasers. My personal favorite is the Panther with the large laser quirks.

the AC2 does have high velocity but only deals 2 damage per shot, however it fires about every 0.75 seconds so has great DPS

almost any Mech can mount multiple Large or ERLarge lasers, all Lasers are instant travel but have a beam duration, to deal optimum damage you need to hold the laser beam on a single section of the Mech for its full burn time.

as has been mentioned some Mechs have good Quirks for Large or ER Large Lasers, here are the ones I could see looking the Quirks on http://mwo.smurfy-net.de
