As long as it's ~80 Kph or greater, I'm happy with it. Even a 300 engine 100 ton mech can track lights under 100M, until they get exceedingly close.
But, I like more agility than that, helps mitigate damage. The Crow gets some of the most impressive Clam quirks, which is pretty hilarious. 25% torso twist speed boost, and 5% greater twist range (on top of the almost greatest native twist range in the game). It competes with the Myth Lynx for twist speed and range, a mech 30 tons lighter.
The fact agility and speed are directly related does break things. Timby just as agile as Hunchbacks, without quirks. Or, stock, that Hunch and a Banshee have the same agility, at 64/71 Kph. All Clam mechs running 107 Kph have the same agility, Cute Fox and Crow...but because the Crow got better quirks and native torso twist, it's more agile than the Cute Fox.
It should have been a unrelated thing, individual for different mechs.

I guess it's a matter of playstyle. I like to read the mini map and try to hit the enemy where it will hurt the most.
You require speed for that.
I find myself much more at ease in stuff that goes at least 80 kp/h.
My heavies have to go at least that speed.
Mediums and lights, they need to go at least 100 kp/h. You can do well with a slow light, you just need to be more cautious.
I don't play assaults much anymore, i feel too slow.

For me speed and agility is important for light and medium Mechs. Speed is life on those mechs. I don't need to be fast with bigger mechs as they have enough armor and firepower.

My basic starting point when playing around in the mechlab is max armour,engine,jets then see what guns I can bolt on after. And then season to taste.
I need to go that little bit faster as I often find myself out of position and need to remove myself from a situation as fast as possible. But I'm not a great pilot. I totally agree that if your good enough then you can move a lot slower and just turn up at the right place in the right time.
