Kyra did, as far as I can tell, nothing wrong, as they participated in the game to the point of being rendered legged and zombified, so whoever this joker was doesn't have a leg to stand on with regards to ToS violations.

If a player has joined a match, they must have launched the game with intent to play. Players who are not moving, or are otherwise not participating in the spirit of the game, fall under this category."
He was not moving or participating in the game. Unless you have a real reason to shutdown there is always something you can do to help your team. Even with no weapons and 1 leg.
Should they be reported ? No its wastes the time of the support staff who have real problems to deal with.

I was in a D-DC in a ongoing match. I got zombie'd. Both arms etc. lost. I decided to have a little chat with a lance mate and told him to use me as his shield. Walk back and forth. I will shield incoming fire.
Funny that he got a kill shortly before i died as that opppnent as shooting to me and not my lancemate. (Why people shoot on mechs with no weapons etc is just dumb because when other players are alive they should be your priority target. KDR much *smh*.)
This is some serious thinking. Instead of powering down and hide. Bet not many people think of this.

They had been participating in the match, up to that point, that's really all that counts.
So instead of heckling Kyra when there was no violation, why don't you start a campaign to educate the clearly ignorant masses that are wasting the time of the support/moderation team?

at the end of the day its just a game. if you need to take the time (which you could have used to play a couple more rounds) to formulate the perfect report email to flood pgi's inbox, then you are probibly taking things way too seriously and need to cool down. stop trying to get pgi to ban the people you dont like, they aren't your parents. save reports for actual cheaters and greifers who's sole purpose in life is to make yours miserable, not players who tend to dip into the gray area from time to time but generally just want to play the game.

The only problem is, how much of the MWO playerbase visit or don't visit the forums here?
Just as a complete, out of left field guess, I'm going to say maybe 10-15% of the player base actually visit the forums, which leaves a staggering 85-90% of the player base that doesn't.
Again, just a complete off the wall number to demonstrate the monumental task before PGI and ourselves.
