I'm fairly certain that they will work like IS 'mechs, but use Clan tech.

Until PGI announces otherwise, they're built just like IS Battlemechs, but with all Clan equipment stuffed into them.

Yep, that is why PGI hasn't said anything yet. They have been accused of false advertising enough times that they are not going make any promises, they are just going to let the speculation of OP mechs grow, It is even possible that they will launch fully customizable, just like an IS mech, but within a few weeks, they will be 'normalized', or maybe it will a few months, when they are released for c-bills. But I'd say buyer beware.
