Japan by a mile. The US one is too clumsy and does not have the same degree of accuracy that the Japanese one has.

I'd also vote for Japan, their tech is widespread in 21st century already with pretty much every nation at war awashed with toyota pickups mounted with LMGs, AA, AT guns and the like. Toyota Hilux and Landcruiser are the war chariots of 3rd world. Since there will be Jihad in 31st century too, I wouldn't be surprised if we'd be fighting in huge japanese battlemechs then.

Yeah... But when it comes to weapons they probably spend more resources on research and development on how to kill other humans, then entire humankind did in the rest of it history.
