I know I can buy the Mad Dog with C-Bills, but is there any way I can purchase this thing individually via A-La-Carte WITHOUT purchasing a Masakari Collection? If not, will I be able to purchase it in the near future?

Why would you want that?
To get the Vulture, you'd need 240$ Masakari Collection AND 120$ Man'O'War Collection.
You can't buy it a la carte.

Just buy it with C-bills or MC from the in-game store

You can buy with MC. You're looking at about 14000 for 3 variants though. You'd have to buy the $100 MC package to have enough. (It's approximately $60 or so for the necessary amount out of that $100). Yeah, an A la cart option would be more beneficial as you'd get a hero variant (Is the Maddog Prime awarded to you actually a hero?) too. If there was one.

They only present pre-orders (and lately let them stay after the fact). Mad Dog was a bonus rather than the product being preordered, so it is unlikely. You can purchase a Mad Dog for MC as well as Cbills. You won't be able to get the [I] version of the Mad Dog no matter what (without getting both Wave 1 Masakari and Wave 2). I'm sorry.

On a side note: The paintable Cbill Mad Dogs look better anyway.
