FaceTime is bad in every mech. It's the primary reason the Huginn is balanced despite having a DPS of over 17 accounting for fastfire, cooldown module, and quirks. And those are Artemis SRM4s which have longer range, spread less, and impede the ability to return fire.
Also only bad light pilots rely on face hugging to deal damage/avoid return fire.

That generally describes the state in which I recognize the Huginn. I've had a few Ravens, in general, try for a rear torso SRM kill, but they have to work at it pretty hard, and I have to more or less be inviting it by being separated enough from the team to make it worth more than a couple love-taps from them.
Not saying it can't be an effective build - but that since the metric for balance seems to be whether or not one can pilot a light to get as much damage and kills as an assault - I'd agree with the statement that it is balanced and it is other light mechs that can't do this that are not balanced so long as we are remaining within that definition.

They would certainly have their moments, but MGs are more of a 'force multiplier.' It doesn't have the firepower to chew through rear armor except on platforms that are often just as maneuverable as it is (and is under-armored in comparison to). While the Piranha would have fewer issues with this, since it has roughly 3x the power of a 4mg locust, it would lack much of the practical firepower of a design using small pulse lasers.
Though on a map like terra therma, where there are quite a few people overheating or unable to use some of their more powerful weapons without overheating, it would most certainly be more effective, provided it can maneuver into position.
Not saying it wouldn't be fun. That little thing looks like it'd be a blast.
I just wouldn't expect it to be very effective, as it would be very reliant upon having a team that keeps the enemy from paying attention to you as you shower them in bullets.
