Your math is wrong. You have 7 shots per ton before and after the change. I don't know how you get to 560 damage with a single ton of ammo. It was and still is 140 damage.

A single bullet in a burst does NOT do 20 points of damage,friend. The WHOLE burst does 20 points of damage, split evenly across those 4 bullets doing 5 damage each.
You get 7 bursts per ton, that is 140 possible points of damage, same as before the patch (35 rounds, 5 rounds per burst = 7 bursts = 140 damage),
