Sign a contract with House Davion in the Faction tab.

Quick and dirty version
When you leave a unit you inherit the unit's contract, if you wish to break the contract you can pay cbills to do so BUT if there was only a few days or less on the contract you can't break it and you have to finish it out. Also, if you DO pay the cbills to break the contract it only shortens it to two or three days or whatever.
When all that is done, if you choose the CW tab you'll see the banners and you'll have to pick a faction to participate in.
