Accept no substitute.
1x SRM2 (CT)
1x LL (RA)
1x MG (LA)
Probably have the fire fighting/riot equipment converted to more MGs for MWO.
One of the biggest drivers for us having the Urbanmech at all. Yes, I am biased, but yes, I will push for the Dawgs enshrinement (though do wonder if he influenced the SIBs paint scheme, since the SIB is not described as a Police Mech in lore?)

Let the players do that. Everything on the DD was there for it's mission, which was a Special Weapons for the Hsien Militia/Police. The Deputy Dawg, and several like it, are frankenmechs, with the shells of Urbanmechs used on top of the mothballed chassis of old FedSuns Valkyries, packing a 150std engine, allowing for 89 kph top speed.
The standard SRM2 was chosen because you can essentially use all kinds of warheads, from fire retardant foam, to paint marker, CS gas, smoke, HEAP for hard targets or demolish buildings/obstacles, and even infernos, for counter insurgency work.
The MG (which would need to pawn about 3 friends in MWO) was for the obvious anti personnel, but also capable of LtL ammo, for riot control. Technically, the DD also packs a high pressure water nozzle, with hydrant couplings, for fire fighting and crowd control, with a 1 ton reserve reservoir (which can also be used for alternative liquid chemical payloads).
The Large Laser is obviously it's "heavy" weapon, but unlike an AC or PPC, it also has civilian applications, as a precision cutter, or with the power tuned down, welding, even.
There were several variants, especially after the Operation Guerrero, and the resulting formation of the Chaos March, from a version covered in SRMs, to one packing 3 Mlasers and 8 MGs.
Do not break the law on Hsien, or you might see one of these in your rearview.
D'ya feel lucky? Well, do ya, PUNK?!?!?!

Maybe something like this?
Crowd control
RA 1 E
RT 1 E
CT 2M
LT ams
LA 2B/1E
Stock build
RA = LL
RT = SL
CT = 1 SRM2
LT = n/a
LA = 1MG/Flamer
Oh and the guys that bought the $40 collectors edition Ubanmech pack should get it for free

Rule of Cool trumps all, I know, but that there doesn't really make sense in the BattleTech universe, does it? I mean, the armour "plates" are directly and individually attached to the chassis (just like everything else is), so there isn't really a 'shell' (or a 'body' in terms of a car), is there?
Just nitpicking, it's a cool 'mech and I don't actually mind if it's a Valkyrie in drag or a highly modified Urbie-for-real.

Now in my opinion I'd like to see an R63 with the laser arm (left arm) replaced with 2 missile hard points. I'd be down with no energy hard point, I ain't afraid of ammo dependency!
Edit: okay, final edit.
RA - 2 ballistic
LT - 1 energy
LA - 2 missile
Or...
RA - 3 missile
LT - 2 energy
LA - 1 energy
Or...
RA - 3 ballistic
LA - 3 missile

Harpoint inflation means this will have 2 energy, 2 missile, 2 ballistic

basically, the actuator packages and myomers for an Urbie are not designed for 80+ kph speeds. So, those, the engine and gyro were all swapped in. All the mechs were leftover mothballs, obsolete war relics from the 4th War. So like any Frankenmech, you had some creative freedom. The actual skeleton is still Urbie. My bad for lack of clarity.
They also all had (as one should expect) bugs and negative quirks, that slowly got mostly massaged out with time.

Can only fit an LRM 1, or a SRM 1, or a SSRM1.
That's it.

Technically, there's a 30% cbill boost Urbie available to everyone, and all Urbie owners already paid hard money for the mechs.
So, it's time to release the cans for everyone and we can eventually get a hero. Not that every single Urbie pilot isn't one already
