Using the Win10 Browser the Background Picture of the Forum Jitters UP/Down every scrolling in a disturbing and annoying way - would be nice if that gets fixed!

What? A Microsoft browser doesn't behave like most other browsers do?
That's never happened before...
Perhaps you should wait for Edge to be fixed and brought up to standards, instead of expecting PGI's web team to find a workaround.
Or ... you know ... maybe use a good browser...

To be fair to Thorquemada, Edge is "the future" of Microsoft browsers, and is by all accounts rather good at most of the things it can do (although it's not finished yet).
That said -- it's still duckling new, and people haven't put in the workarounds for its quirks yet (or even figured out all of them) so it might be wise to install chrome too, Thorquemada!
