based on the lines I quoted above I would recommend trying to install the visual c++ redistributable, .net 4 and direct x 9

You must check windows system log: Administration Tools - Computer management etc to observe program installation errors.
Second, you have to be local admin and start installer as "run as admin".

There are some clearning tools for C++ redistributables and .Net framework. Check Google.

Well thank you. I am not sure why that wasn't installed already, especially since I have been playing other games, but I was able to get the game installed.
