Below is a copy of the email I sent to Gigabyte and Nvidia. It might work for you it might not. I hope if you have the issues I did it works for you. GL guys.

"So I just purchased this card from new egg. I noticed that my FPS in a certain game (mech warrior online) only increased 5 FPS from my ancient nvidia 470. After running a bunch of test, ie, running the game and monitoring all that HW monitor, gpu-z, and cpu-z have to offer. I noticed something profound. The core clock was only running at 950. This is still much faster than my 470 so why the terrible fps (30) on a game 3 years old with medium to low settings.

The core clock refuses to run above 950. The memory clock was also throttled back. I must stress this is the how the card performed out of the box with the updated drives not the ones sent. I have tried those drivers to revert to old drivers and get the same results. I do have the card with Samsung memory so it's good to know I won't have the problem with the crappy memory errors that you can't go over 3.5 GB of used memory.

The main reason I got this card was because I wanted to run 2-3 monitors and one TV for movies. After a long day of building some custom furniture to put my TV on I went to plug the TV up via HDMI. This lead me to a discovery. Whilst in MEch Warrior online and monitoring through GPU-Z in the Sensors area I made a discovery. Before I plugged in my TV via HDMI was FPS was capped at 30 with 1/2 low 1/2 medium settings. Same settings I used for my GTX 470 which gets 32-38 FPS. I plug in my TV via HDMI while the game is up and monitoring GPU-Z and lo and behold to my amazement my FPS instantly jumps to 60 FPS and refuses to drop below it more than 3-4 FPS. At the same time my GPU processor jumps up 1177 steady and is getting it's boost spike every now and then at about 1340. The memory MHz also went up a great deal.

So after a few games I wanted to see what would happen if I unplugged the tv from the pc via HDMI. Guess what game drop back down to 30 FPS.

Now, in GPU-Z under the sensor area there is a read out called PerfCap reason. This shows you in a rather vauge way if your GPU is being underclock and gives a general reason why. When running 2 monitors VIA DVI connection and running the game MEch Warrior Online my PerfCap stays at Utli. Which basically means the game is being seen as a program like word or chrome or just idle windows. When I plug in the 42invh LVD TV via HDMI the prefcap shows I am no longer be throttled on my GPU and memory.

Please take note Framerate limiter or V-Sync are turned off in game. I am not using Nvidia GForce experience. Although I did try it once and to optimize it which it failed to do. So I removed Gforce experience as it is a resource hug with NVGbackend.exe.

Game is running Direct X 9 but I have tried 11 and I get the same results.

My question to you is what is going on? How do I fix this?

Do not talk to me like I am ******** I have done my research. The 970 is getting terrible review all over the place with Gigabyte leading the charge in the largest amount of bad reviews. It is not just limited to this game as I have spent about 10 hours reading of various problems in numerous games.

I do not want to have run my TV all the time just so my graphics card can function properly. I have 2 weeks to send this back and get my refund via new egg. Something that you probably don't care about. Please know I will send this card back Tues July 28 2015 if you have not been able to resolve these issues by then. Time is ticking. If I have to send this card back and your failure company making POS graphics cards with known problems I will be posting terrible reviews of it on every single site that I can find. I will also include a copy of all our corespondents in trying to fix this issue.

Gigabyte your name is in jeopardy mode atm think before you respond. I used to love you and only stick with you for mobos. I quit doing that years ago after my clients complained and we received poor support. I took a chance on you with this graphics card. Don't fail me again it will be your last chance with me and my clients.

regards,

Jamey

ps I do realize that my PCI-E is a 2.0 but that still doesn't explain this situation so don't try that excuse ty.

I will be sending this same email to nvidia to see what their tech monkeys have to say.

PSS

If you need any files please let me know I have sent you direct X log."

Just need to check one this.. In the Nvida Control Panel there is a power option I think and you can set it 'Max Performance' or something... Does that help ?

^^ what he said. I force the profile to performance and single display for every game i play. I have 2 msi gtx 970's and both of them run at max clocks when playing. Make sure that your card doesnt have a hardwired performance switch, which may throttle your card. You can find them on the side of your card facing outwards (some models have them on the inside requiring you to remove the card).

BTW if you really are in the computer business, you should already understand that not every piece of equipment will operate correctly or the same as other cards, even if they are from the same manufacturer. My last 2 6970's from gigabyte were rock solid. Friends system 2 6870's still going. Another one with twin 780's, no problems. Ive only used gigabyte motherboards and out of hundreds of systems maybe one has failed or didnt work out of the box. So what.... put in a RMA or return it for another one or from a different manufacturer. Theyve been in the game long enough, those that use their equipment know what they are about.

As for your rant with how the 970's are all bad, im pretty happy with 60 fps at 2560x1440 in every game, max'd. No stutter, no screen tear, no crying. I have 2 friends with a 960 in each of there systems, not one problem and a good increase in performance over a 7870 (both of them had the same card, one was a 8 core amd system, other was an i5).

yes every chip is special and unique like a snowflake. I was saying they were bad I was saying there is poor programming and optimization in mech warrior. I am not even blaming the hardware only I must mention 970 so we know what I am talking about that make sense to you Deacon?

I am glad your friends or you have no problems congrats.

Shin Vector, that was the first thing I did it made 0 difference.

This is a graphics card or graphics card BIOS issue. If you have already checked Gigabyte's site for a graphics card BIOS update, then we won't be able to help you.

Googling the problem comes up with many unsolved dual-monitor issues on Gigabyte 970s.

Return it and get a different brand.

So you don't think I need a 4.5 ghz system for my 970 to out perform my 470? Interesting many people have been telling me to buy a whole new computer. I wonder which computer company they work for.

Either you have a very ****** CPU, or your graphics card is faulty. There is no workaround for such things. You can upgrade the CPU, or you can RMA the card.

The problem is not the rest of his system, but the fact that his graphics card runs the MWO like a simple application (word, internet, etc) and not like a game with the full acceleration and abilities. I believe it can be solved rather simply, but I personally don't have that knowledge. Fellagunda, I hope you find a way out of this :)
