In CW, would they be available for clan, IS, or both?
The hunchback IIC has a 200XL engine, if one side torso gets blown away, does the other side torso need to be destroyed as well in order for the engine to blow up (per current clan mechs), or would it act as the IS XL where one side gone means certain death. I would imagine it would need to have both sides removed, but imagination isnt always clarity.

Yes, all their equipment is clan equipment, so the XL engine counts as a clan XL. You need to lose both side torsos to die. IIC mechs will only be available to Clans in CW.

Clan only. They were originally IS mechs that left during the SLDF exodus, which would later become the clans. These mechs were at one point stored away for god-only-knows how long, before being brought out again, and re-designed from the ground up to use the lighter, better Clan tech.
So yes, that means you would have to lose both STs on the Hunchie to be destroyed per Clan XL rules.

Except the Jenner IIC which the Wolf's Dragoons sent them the specs for.

Technically they ARE inferior in every way, in TT... except, with how MWO implemented IS/Clan balancing, IIC mechs are primed to lack the build and optimization drawbacks of clan omni-mechs, with all of their tech... so they'll technically be better than both IS Battlemechs and Clan Omni-mechs.
