Target Decay and Radar Dep cancel each other out, and result in the normal lock time. I definitely see use in taking Target Decay on a streakboat, but I'm not sure if it's more worthwhile than the usual Radar Dep / Seismis combo that I run on any non-LRM build. LRMs NEED Target Decay.

As others said, use chain fire. Or apply trigger discipline and hold off on your next shot until you've got the heat overhead. Also, if you start the fight with zero heat you might as well fire as fast as you can until you get close to the heat limit.

not really, they don't cancel each other, they both work, derp removes 2 seconds of the normal lock time and decay adds 1.5 seconds, the result is 1.5 seconds, a bit lower than the normal time
