I'm willing to put in and show my support for PGI listening to the players and bringing out some IIC's, however I haven't seen them and not sure if I missed the construction rules for IIC mechs. Considering they're basically IS mechs with Clantech, I really want to know what is and isn't possible to change on them (engines? Endo/FF? etc) before making a commitment.

yes they will have Battlemech(IS) Construction Rules,
they will be able to Change Engines add Endo / Ferro,
add or remove JJ and will have no locked Equipment,

The IIC mechs are Clan mechs, that were based off IS mechs when the SLDF went into exile. Why do people continue to assume they are IS mechs that just use Clan Tech?
Anyway... The IIC mechs will operate using IS construction rules, allowing you to freely add or subtract things like Endo and Ferro, change engine sizes and whether they are STD or XL.
That's really the core of the IIC construction rules.

@Alan - IS Mech using Clan Tech is the easiest comparison to make as most think omnimechs when talking about the clans.
@Mcgral - Thanks for the link, they added that since last I'd checked the FAQ.
I'm a little disappointed that there isn't a limitation other than the hardpoints lock/no omnipods, such as a locked engine (to follow suit of the locked omni engines), however since the IS/Clan weapons are so bungled up in balanced Clans no longer have superior tech (for 'balance' sake...haha yeah, balance...) its a moot point and I'm okay with that.
