The omni system works a bit differently here, on your Summoners you will need to buy other pods for different chassis to get different hard points. So a little convoluted, but not too bad once you get used to it.
Each pod will tell you on your right what hard points it has before you buy it.

When you are in the load out screen, look under head, L/R torso/arms/legs, and you will see a section called omni-pod, in there you will see 3-4 options depending on location and chassis.

You never could do that in the first place. Different geometry, size, and weight. That would mess up a mech's integrity, and balance.

That is correct. Each mech has it's own Omni-pods depending on the chassis, they are not interchangeable between mech families though. So no Summoner to Timber Wolf, but Summoner to Summoner is okay.

You need to own the mech you want to buy them. And the mech has to be clan omnimech, since few clan battlemechs exists.
On mechlab, there is on right side, "warehouse". It has different tabs, one of them is omnipods. You drag the part you want, to the blinking portion of the mech to it's slot. Then you buy it when you save the mech.
Example.

Basically...
In the Mech Lab, under Omnipods will be a list. PGI treats the entire limb as an omnipod. So you are, in PGI's translation, literally swapping arms, legs, side torsos and even cockpits.
So if you want a missile launcher for the left arm, you need to remove the left arm and swap it with an Omnipod left arm that has a missile launcher.
Drag and drop where it says "Left Arm" to replace the left arm.

the following Mechs are omnimechs, if yours is not on the list it is not an OmniMech
Kit Fox, Adder, Myst Linx, Acrtic Cheetah, Nova, StormCrow, Ice Ferret, Shadow Cat, Viper, Huntsman, Summoner, Timber Wolf, Mad Dog, Helbringer, Ebon Jaguar, Linebacker, Night Gyr, Dire Wolf, Warhawk, Gargoyle, Executioner.
all other Mechs which are ingame or have been announced at the time I post this are Battlemechs and cannot change omnipods.
