Basically, anyone acting like your Destiny fire team leader...

I think that goes without saying, obviously there will be people taking charge that lack the experience and skills necessary to be in charge. Out of all the matches I have played it only happened once so it's pretty rare. I would like more of the experienced pilots to at least try it more often.
