Again: You need premium time for custom matches, or at least one player in each team needs to. You can open a lobby without premium time but you are forced to have 23 other players to actually start the game and even then you can't change the map.
So for 1v1: Both players need premium time.

As far as I know only one person has to have premium time. I did a 1v1 against a player who to the best of my knowledge is a 100% free player.
