Only time will tell if T1 is overly populated by cheaters. I do think that, with the honor of being T1 comes additional responsibility to the game and player base and should be subject to additional scrutiny. Heck, T1 and 2 should be. Of course, business as usual in all tiers though, see something weird, report it.
