Not sure if this belongs here,

SHC-A
CL.ERL Laser CoolDown 5 (Cooldown Time -12%)
Is not providing bonus* in regular vs. matches (any map, any mode)
Is providing bonus in testing ground (any map)
Yes, module is fitted in weapon slot on Mech


SHC-P
CL.LB2-X CoolDown 5 (Cooldown time -12%)
Is not providing bonus* in regular vs. matches (any map, any mode)
Is not providing bonus* in testing ground (any map)
Yes, module is fitted in weapon slot on Mech


This bug can be easily replicated/tested.
*ROF does not change with module fitted

The modules are working as intended.
There is a bug in Testing Grounds where weapons start their cooldown while they are still firing (while the beam is still visible, etc). This does not happen in live matches.
This of course makes it LOOK like the modules give a huge bonus in Testing Grounds and that bonus is lost in live matches, it's not the case though.
