So how the hell can you hold a contest which only allows you to qualify if you've purchased certain packs?

Thank you, if I'm really gung-ho about the Blood Transfusions I'd need to play a hundred 150 score matches anyway, but good to know I can make my 20 million in only 40 rather than 80 like I was fearing if it didn't stack.

Well, if you own both packs in full, the grabbag needs 60 more after the 40 (you're free to choose other mechs, but 40 Resistance qualifying matches is required to max out the rewards).

I cannot think of any other event in the past whereby they gave away cbills so easily. The previous record (Phoenix Rising) required users to play at least 15 qualifying matches before getting 2M. With this event, you only need 8 matches. That’s 50% faster.
(I don’t count the Centurion and Thunderbolt giveaways – those are anomalies)
READ before SHOOTING from the HIP
On “discovering” an anomaly (cbills / bonuses not injected; matches not recorded), please take the time to read through the event notes, scrutinise the match records, wait patiently, or at least comment politely. Just so that when u realise it was you own ignorance that lead to your own misconception, it is not too embarrassing.
Sales TACTIC? Probably, But Not Really. More of a REWARD for whales.
My own opinion, but I think that most people would have bought R1 and R2 when the fourth variant bonus was applicable. I do not think an EVENT itself is any INCENTIVE for people to buy. The unique title and camouflage through may still be a little attractive to those that already own R1 or R2 only to cause them to upgrade. But to buy a pack just to benefit from an extra 10M and some lucky draw Single Heat Sinks? I respect my fellow players more than that. With the announced MC-for-Cbill Sale, you might as well get that instead.
TLDR: Play the 40 matches, get the 10M bonus, spend at the next mech / module cbill sale, be grateful.

Since May 30th, in contest that show up on the official results page, PGI has given away:
22,000,000 C-BILLS
12 days premium time
10 Warhorns
16 cockpit items
@3500 GXP
12x5 packs, 1x4 pack
@500 mc
That's a lot of free stuff. They've given away 5 mechs that I can remember. All with no $ required. F2P needs to go away.

Your reading comprehension, apparently, needs some work. You can earn 10 MILLION C-BILLS just by piloting any 'mech of your choosing and earning a match score of 150 or higher, which is the MWO equivalent of proving that you have a pulse and more than one synapse firing simultaneously.
While I find your lack of overall politeness quite shocking, I am astonished that you deny Commander A9 his reading comprehension. Obviously, the opposite is true:
Commander stated that you cannot DRAW A PRIZE if you have not bought both of the Resistance packages.
He did not state that you cannot EARN additional C-Bills as you infer.
In short what the complaints are:
Yea: free C-Bills for everybody.
Nay: up to 100 prizes (picks, grab bags, whatever you want to call it) ONLY for those who threw $160 at PGI. edit: NO CW.
As opposite of Wave 3 / summer heat event:
Yea: free 100 prizes (picks, grab bags, whatever you want to call it) for EVERYBODY meeting their prerequisites. Wave 3 owners got additional picks according to their package bought. edit: CW
Nay: no C-Bill boost.
Shorter: Wave 3 event > Blood Pact event

Pgi haven't learned yet that these events just bring out lurm boats galore, snipers and cowards. These events need to only work if you DONT use lrm, ppc, gauss, ll/erll.
Had nothing but crap games in these events it forces you to carry harder.

It is battlefield experience, any setup can come-up in front of you! And YES it certainly occurs more often during events (dont get me wrong, ima brawler, hate lurms and spit on lurm carriers (for the lolz)). See it as a boot camp to play against those combinations.
You cannot deny almost half the arsenal cuz u just do not know how to deal with it - learn now!
For example it happened to me - not in an event - in group play we were against a 12 people group who had ONLY long distance (ppc, LLas, Gauss and such) with my unit (8 people + 4 other ppl from another group) = we reeeekt their face on Terra Therma.
It is good to learn how to play against lurms and sniperz.
Stop bitching guys it's free stuff with extra reward for guys that put money in, for things you can buy later for "free" cbills.

you still need to play 80 matches for 20mil, its 10 mil for normal mechs and 10 mil for resistance mechs, playing 40 resistances games wont make you 20mil.

This is not a contest. There is no leaderboard. There are no prizes for the best players. It's just a button you can click on for some tiny extra-rewards if you have supported the game through buying the biggest packages. It's a "Thank you", not a contest.

[/End Rant]
Didn't want to re-post your rant in full.
Really needs to be said tho, you sir need to go back and learn the lore of this game before you say stupid things like "balanced clan tech vs IS". It's not meant to be balanced, the clans steamrolled the IS till they hit a roadblock of numbers. The IS have 10 times the numbers the clans have at least and to be honest that's the only thing that ruins CW.
In actual Battletech the clans lost at luthian and tukyyid due to numbers on the IS side. Also PGI does not add in travel times to the game either, the time it would take to win a world and move on is weeks to months not hours. All they had to do was make fights over planets take say 2 weeks to finish and restrict the number of drops a bit on each world to account for travel time of the IS forces, and CW would not look like a stupid steamroll of the IS.
Getting real sick of people who don;t know about the universe at all but TBH that's PGI's fault. They have so much lore to work with and they don;t use any of it. Honestly they should also restrict which clan or house faction uses which mechs for CW as well. Since they all used different mechs and varients. If they did that they CW would not be the same thunderbolt / hellbringer spam it is today. Hell only Jade Falcon used the Hellbringer in such numbers from memory and only Wolf used the TBR is massive numbers.
anyway, End Counter Rant

Because all i see is reward 250 K c bills etc and this game does not qualify, on every single match.
PS. Yea i've done more than 150 score in the matches and none of them qualifies.
To me the Details of this event are misleading.
Pilot any 'Mech in the Assault, Skirmish, or Conquest modes (Solo or Group queue) and achieve a minimum Match Score of 150 to qualify for 250,000 extra C-Bills.(to a maximum of 10 Million C-bills)
I just played yesterday whole night and now i started to wonder why im not getting anything. I guess i missunderstood the whole event.

You win C-Bills no matter how much money you spend. The chance to win is 150 match score and paying money will not increase that at all. Therefore it does not require payment to join the event (part 1 of that statement) and paying money will not make you more likely to win (part 2 of that statement). You do win MORE by paying money but at the same chance as everyone else so it's still true.
