Actually as a measure of efficiency damage alone is very inaccurate.
You could end a public-queue match with 800dmg points and not have contributed anything to a victory because you spend the whole match cutting up a disconnected Direwolf while your team did the fighting for you.
On the other hand you could end a match with 4 kills and not even 150 damage because you managed to take out 4 'mechs with clean dual-gauss headshots, clearly contributing a lot to winning.
Those are, of course, extreme examples but they are simply meant to illustrate the point.
As to CW matches, not dying gives points, as does scouting, covering others with ECM, countering the ECM of enemies, spotting, etc.
Just because that particular player doesn't have a very high damage count does not mean they didn't contribute to your victory. Maybe they really didn't and it's a bug but we will never know.
