You've got that backwards. Fundamentals need to be better for quirks to be considered. You can't possibly know how much a Blackjack sucks as a chassis versus a Storm Crow, for example, until you test the two 'Mechs going at each other with the same equipment. That will reveal which categories they are weak in and which one needs more help, adjusting performance expectation for weight.

well this new balance Matrix doesnt take into consideration TechBase,
so its likely the first week will be very very,... interesting, to say the least,

Oh I know.

Internally, PGI should just test all the 'Mechs in the game with Clan Tech to see how they do, adjust armor/structure/speed/turn/twist quirks until desired expectations are met, and then see what they can do to the IS gear on the IS 'Mechs to continue performing where they want them to.

Note, that doesn't mean IS gear has to perform as one-to-one analogues, it just means that the trade-offs made have to make them just as useful overall. Make them all worth considering where appropriate. We want to avoid situations where a Small Laser on a light 'Mech is not appropriate, which is what we have now (SPL, ML, and MPL are always better choices, even on a Mist Lynx).
