They have some animated text that come out in a gif
Then I cut away the white around the text, layer per layer
Otherwise I use another text effect (think of a font that's hollow for instance) and put a video or gif behind it (could be fire or lighting, ... )
Click on the layer that the text is and cut away the outside of the text layer by layer
Thus you're left with a text that has an animation in the background running and has no background; can be put easily enough in a sig
Don't forget to make the signature a transparent gif, background color is these forums; I think something #161616 or such (I just searched here in the forums what color PGI uses exactly as background)
Could be a symbol or shield as well
If you want to animate the text itself then you can try using individual letters (png's from cooltext for instance) and try to work with them as individual layers and animate them
Though that's a lot of clicking, and photoshop isn't meant to artistically animate stuff
Adobe created other programs for the more elaborate things
