3 Categories.
Gunner - upgrades weapons
Mechanic - increases survivability and improves basic functions
Command - grants bonuses too teammates (don't stack past 3 commanders one in each lance)

All tier 1 and 2s can be unlocked.
Players can select one of each tier 3 in each categories so one Gunner, Mechanic and Command perk. But they cannot select 2 gunner tier 3 perks for example.

Gunner
Tier 1
Weapon maintenance - 5% increase in weapon firing speed

Tier 2
Improved weapon maintenance - 10% decreased weapon heat generation

Tier 3
Sniper - +10% Ballistic weapon Range. +10% ballistic weapon cooldown.
Wubber - -10% energy heat generation +10% Energy range
Weatherman - -10% Missile weapon heat generation. +10% Missile range. -20% Missile lock on time.

Mechanic
Tier 1
Speed mecher - +5% mech movement speed

Tier 2
Flexable metal - +15% mech agility (acceleration, deceleration, turning speed.)

Tier 3
Tank - +10% Armor
Structurally sound - +15% structural hp
Well oiled machine +5% armor +5% structure +5% mech agility


Commander
Tier 1
Quick locks - -5% lock on time

Tier 2
Mr.Smarty mech - -10% information gathering time

Tier 3
Blitzkrieg - +2.5% teammate movement speed (max of 5% boost). -10% lock on time for commander.
Scorched earth - -2.5% Weapon cooldown for teammates. -2.5% heat generation for commander.
Alamo defensive - +2.5% structure and armor for teammates. -2.5% weapon cooldown for commander.

Not sure If I like that direction. I don't like the Command tree. Equipment and modules should be used for "info war" not a skill tree.

I would 1st off make two skill trees. One for Clans and one for IS mechs. Their tech is different and so should their skill trees also be different.

2nd, I would probably make the Basic tier be for all mechs as it is now. The Elite tier would be for the class of mech. Light mechs would have different values from a medium mechs. A light speed bonus should not be the same as an assault. The Master tier would be for the chassis its self. Make a Jenner's skill tree be different from a Spider's. This could be the built in quirks for the mech. Whether a mech is better at fireing medium lasers or srm missiles. May be it gets a JJ boost or some CT armor bonus.

The mech flavor could be in the Master tier

Id like to see these three pilot skill trees with two branches each. Youd have to pick one skill tree and then allocate your points any way you want between the two branches of that skill tree. But you wouldnt have enough points unlock both branches in entirety.

Recon/Pursuit
Recon = information warfare and stealth
Pursuit = mobility, speed, agility, etc...

Strike/Assault
Strike = offensive skill tree with weapon specializations, faster cooldowns, better dissipation, etc...
Assault = defensive skill tree with damage reduction, screen shake reduction, crit protection, etc...

Command/Support
Command = abilities that help synergize and coordinate your team better, master C3 computer, etc...
Support = abilities that help LRMs and other support based-weapons, and things like airstrikes/artillery, etc...

All these skill trees are based on actual mech roles found in battletech...
