Why should you not be able to do it? Lorewise it's not the armor that is the "skeleton" so yes you could skip the armor plates. Gamewise it's a usless build. The Uac5 is a good weapon but it's strength is the ability to pump round after round in the enemy at a fast rate. You can only do this if you have armor. If you sneak up and squueze off a round or two in this case 10 damage it's not going to amount to much except having fun. It's not exactly a gamebreaker.
