Having arm raise/lower tied to target lock would require a LOT of fiddly calculations that change from moment to moment, and which would be an absolute nightmare on a high-latency connection.
Tying it to 'lock arms to torso' circumvents all of this by making it a simple binary switch that happens whenever the client tells the game to make it happen.

The only problem might be a technical one, since there are a lot of mechs that should get this feature, and they should all get it at the same time to keep balance, so PGI would put this on the far backburner..

The delineation is simple - mechs that have lower arm actuators get this; mechs that don't have lower arm actuators don't.
