Let's say the current solo (PUG) queue has 50 players of Tiers randomly distributed between 1 and 5. How does the matchmaker form the 2 teams for a match?
I used a random number generator and generated this sequence for discussion:

I would really like PGI to give us some clarity on this.
Ideally, I would like to see this:
MM takes the first player in the queue, who happens to be Tier 4 and should be allowed to play Tiers 5, 4, 3, and 2, and take the next 23 players who are in those TiersWhich gives us:
4 2 4 2 4 2 3 2 5 3 3 3 2 4 4 4 4 4 2 3 4 4 4 3
There are six Tier 2, six Tier 3, eleven Tier 4, and one Tier 5. The MM should take the six Tier 2 players and split them among the 2 teams, takes the six Tier 3 players and split them among the 2 teams, takes the eleven Tier 4 and the lone Tier 5 and split them among the 2 teams. So the 2 teams will be like this:

What's left in the queue? We have:

I generated another 50 random numbers to add to the queue:

MM takes the first player in the queue, who this time is Tier 1 and can play Tiers 1, 2, and 3. Which gives us:

This time there are ten Tier 1 players, ten Tier 2 players, and four Tier 3 players. The MM should form the 2 teams as:
1 1 1 1 1 2 2 2 2 2 3 3
1 1 1 1 1 2 2 2 2 2 3 3
What's left in the queue should be:
5 5 5 5 4 5 4 4 5 4 4 2 5 5 2 4 4 2 2 1 2 1 1 1 3 5 5 4 3 4 1 2 2 5 4 5 1 5 3 4 4 4 3 1 3 2 1 3 4 2 5 4
This time the first player in the queue is Tier 5, and are allowed to play with Tiers 5, 4 and 3. So MM takes the next 24 player in those Tiers and split them into teams. Etc.
Additional considerations are game modes and servers selected, but you get the idea.

I think it works like this:
1) Take LordSkippy out of the queue.
2) Take the next 11 Tier 5 players and place them on LordSkippy's team.
3) Take the next 12 Tier 3 or 2 players and place them on the other team.
4) Laugh in revenge, because LordSkippy made one too many Canadian jokes.
At least, that's the way it seems.
