Technically....you are not in the mechlab.
Try clicking mechlab or get to the mech edit screen part....that when you see it.

BTW, it shows up intermittently for me, too. I assumed some sort of "only when you click from this screen" thing.

It seems to show on and off for me. But I mostly use the skills tab for xp stuff. í ½í¸‰
