As has been pointed out since ECM was put in, BAP was supposed to be the counter. ECM conceals, BAP reveals. But instead they had ECM do both and BAP does almost nothing. It's the simplest change in the world; just remove counter mode from ECM and have BAP do it (at maybe a bit longer range since now you are bringing equipment which does nothing but counter ECM without actively helping in any other way).
