Trying out in Tourmaline testing grounds, all good in first person.
Tried in 3rd person and it's as if armlock is on (it isn't)

...D'ya know what, I sort of lied.
It seems to be all my mechs in 3PV that seem to have armlock enabled even though it isn't in options or 1PV!

All mechs in the main game client have armlock on in 3rd person view, always.
- It's the standard and has been, always, regardless of your Option Settings, ever since it was released.
Only in 1st person view can you unlock the armlock.
