Thinking about the balance problems. Weapons seem to be the number one problem. And really just a few weapons. Instead of huge weapons quirks we would be better off introducing a few new IS weapons and starting balance with weapons.

Balance would be done in this order. Weapons/hardpoints (means hard points are considered not changed.) - duribility/agility - Sensors.

Clan weapons that need a better IS counter and proposed counter.

1. Clan LPL - Counter IS X-LPL

2. Clan ER Medium Lasers - Counter IS ER Medium Lasers

3. Clan Medium Pulse Lasers. - Counter x MPLs

4. Clan ER Small Lasers. - IS ER Small Lasers

5. Clan Small Pulse lasers - IS X-SPLs

IS would get shorter range but not to much shorter. Say the 80-90% range? Duration would be shorter to offset range. Heat would be the same. Weight would be the same. Damage should be same or very close. And of course all of these numbers could be adjusted to get balance just right.

PS - Current IS lasers would be balanced more around brawling except ER LLs.

A bit longer term counter would be introducing the IS Light Fusion Engine. But its going to be harder to get in the game and balance with what we have now.

Reducing time to kill would would be done by the armor/structure quirks and do double duty as making more mechs viable. If larger changes are needed for time to kill more drastic change can be made.
