YES IT WOULD. it would make certain mechs so bad, that you cannot reliably test even the sensors on it.
besides i am not buying that excuse for this reason:
you can see they kinda made an attempt at balancing because different variants already ARE different in the pts server;
except you CAN TELL it was balanced by a computer or somebody who puts their pants on before their underwear.
like, some mechs have negative quirks only because they have more ballistic hardpoints for instance, but they don't take into account that you can only fit machineguns in there. so those hardpoints are useless -
why would there be fragments of the beginnings of a poor balance attempt if the point was to do just sensor quirks?
it makes no sense.
if you want to test the sensor quirks you remove the negative quirks so that
1- it has no impact on the testing
2- you don't make the people who will test said mechs MAD, unless you're actively trying to troll them and have a laugh
3- you dont let people misinterpret what the testing is all about instead of scaring them with ubernerfs to mediocre mechs

Believe what you want, of course. You're entitled. PGI certainly didn't communicate the true purpose of the test regardless. But it's been communicated *now* that this was the point, so either take it or not at face value.
Either way, the quirks you saw on the PTS are not final, nor are they going to roll to production in their current form. Or at least, that's what's been said.
