Russ Bullock has specifically said that they want to release the Warhammer. But they're going to test the waters with the Marauder. He didn't say it explicitly, but he made it fairly obvious that he wants to wait and see if they get sued before releasing a whole batch of Unseen mechs.

So nobody really knows, we just know that PGI wants to release the Warhammer, that the concept art is finished and that they will be releasing it as soon as they feel safe.

Because in the most recent Town Hall Russ teased that they had the art for the Warhammer as done but aren't showing it yet and that the Marauder is a test base both for gauging interest from the fanbase for the Unseen(LOL) and Harmony Gold's reaction.

So the fact that the art is done indicates they plan on releasing it.

Rus stated they already have the art done for the Warhammer in the last town hall, but they are not going to put anything out there until they see HOW the release of the Marauder goes.

Yes,Russ said Warhammer artwork was done. He just won't show it yet. It was in townhall

Yes, I'm seriously not trying to troll this, I just can't hear any voice from any speaker audio. Well, I can hear it, but I can't understand it for the life of me.

Even people with perfect hearing have problems with what PGI is saying sometimes.

So if we're seeing a new wave of unseen mechs, I wonder what order we'll be getting them.

We know of two, but there's quite a few more. Care to hazard a guess at what might be next?

In the Town Hall, Russ basically put the weight of the Warhammer's release on the success of the Marauder pack.
And, going by Russ's twitter about how he saw the sales of the mech, it appears that the Marauder has been a success.
So...

Warhammer! We'll probably see the pack go up for sale next month.
