How often dos PSR update tier? match by match? Or is it an average?

It updates right after you have a string of ****** losses, but fails to function if you do well, so you will always, only go down. TO the Underhive for us all!

Its a bit of a guessing game at the mo'.
I think its dynamic and changes with each game (if your score warrants a tier change that is) but thats only based on the fact that some matches are harder than others (plus Im assuming Im dancing between the top of one and the bottom of another) - however it could be down the the normal roll/ no roll cycle that has always been there.
