It appears to be me that what is needed is a base line test of the current mechs and weapons to balance the situation and identify problems.
So I would suggest that a week or two be used on the following settings:
1. removal all quirks positive and negative.
2. Implement standard sensor ranges and info gathering times on a weight class basis i.e. lights have longer sensor range than assaults.
3. include any changes to ecm etc
Create an event on the PTS that will encourage people to abuse the hell of every mech & weapon and get feed back. i.e. give rewards to the main game.
This event need not be a PvP event but could also be done in the tutorial like a shooting range challenge. Who can kill the super armoured mech the quickest, who can kill it fastest from the longest range, who can do the most damage in an alpha strike. who can do the most damage in 10 secs. how much damage can you do without shutting down.
This will also identify weapons that are over powered.
Then repeat but changing attributes of weapons and things like heat on a global basis (i.e. not in mech quirks)
Hell add the shooting range challenges to the main game and have a constant leader board with a prize every month. That will give constant incentives to people to abuse anything and allow the team to identify it and the problem quickly.
Obviously the shooting range idea would not be able to test mobility or team work.
