No, it actually
is going to be a strategy game in the vein of the earlier titles, or at least that's the plan. A reboot of the franchise. You can read a short report from E3

I'm rather skeptical of the art direction (in particular stuff like
this ..), but I suppose nostalgia demands that I at least keep up with some more interviews and previews before making a final decision.
That being said, I actually think Paradox's
Stellaris makes for a serious contender, in particular as these people have a history of making deeply detailed management and simulation games, from the complex Europa Universalis and Crusader Kings (created) to the relaxing Cities Skylines (published, but created by smaller studio Colossal Order).
