All the lights that aren't FS9-A's, S's, or ACH's need to be brought up to the level of those I just mentioned (Tier 1 opinion).

And how would you do that? Spam more hardpoints? Shrink their hitboxes?
What is your definition of "up to the level of those" lights?
p.s.
Maybe something along the lines of (example) giving Spiders the ability to do the maneuver Spiders are supposed to be famous for, that thing that scrambles the lock enemies have on them when they jump. Cloak/option to have stealth armor or something like that would be nice. Just throwing it out there.

I might be the only one, but I just need the lights EARNINGS to be buffed, they are fun enough to drive as it is.
It sucks to have an exceptional game in a SDR-5D and consistently get less than mediocre games in a Heavy or Medium.

I dunno how to do it in the current state of the game. I honestly don't, but the reason those lights are the top dogs is a mixture of good hitboxes, volume of hardpoints, speed, size, and hardpoints. And the point of the game is about damage, there is no other purpose for lights by to locate the enemy for the bigs and then deal damage with the bigs.
Jenners are better after the hitbox adjustment and I play them a lot more, but the FS9 series is EZ mode in comparison, and the ACH is EZ mode compared to FS9.
The Kitfox needs a straight resize, it's far too large...
The Locust has some good variants and some terrible variants. The terrible ones lost out on the hardpoint/quirk game.
I mean hell... my Cheetos are at:
-4.65 KDR
-2.82 W/L
-408 average damage
My FS9 series (A, K, H, and S combined):
-2.48 KDR
-1.63 W/L
-337.5 average damage
Then we've got the other end of the spectrum...
Myst Lynxes:
-1.82 KDR
-1.0 W/L
-296.64 average damage
Locusts (1V, 3M, 3E, PB)
-1.53 KDR
-1.51 W/L
-283.43 average damage
If the game didn't revolve around movement to contact, some of the othere lights could have actual roles besides piranha swarming enemy assaults and heavies.
