Why not making PSR seasonal only = SAME conditions FOR ALL ?
I dunno, 6 months, 1 yrs, whatever...

Then add end-of-season rewards and we would have created an intresting competitive solo queue.

Doing this would mean that every 6 months or whatever that everyone goes back in the same pool and the big fish eat all the little fish til they level away from them.
Let the higher tiers enjoy their exclusivity.

^ This.
Current high Tier players would feed on the newbies, making loads of CBills before getting back to their former Tiers, and after the dust settles, a lot of unhappy folks that previously were T4 will see themselves at the end of T5.

only because PGI sloppily lobbed together Matchmaking system a Leveling system and Rank system like they did with ECM, stealth armor and angel ECM.
In other games, the leveling system which keeps new players away from veteran players is distinct from the ranking system. These games have a leveling system and a distinct seasonal league system.

That may be true, but we have to work with what we've got

I like to switch between mechs I am leveling and my favorite mechs (which I usually win with). This generally keeps me where I am at and moves me up a bit if I am winning with the mechs i am leveling.
You could make it so everyone moves 1 tier closer to 3 to start the new season with T3 people not moving. You could also give new players a grace period, place them in the starting tier but do not start moving them up or down for a while.
