I honestly can't say your build is any better than the Atlicutioner I set up. I mean you bring 5 tons worth of LRM launchers but then only 1 ton of ammo in one loadout then 2 in the other. The small pulse lasers or lasers work well up close, especially hurting lights, but your firepower even then is just weak in comparison to what you could be getting. You did get the large lasers in the high hardpoints at least.
An improvement to your build, and one that I run thats similar to that would be to go with 10 small pulse lasers and 2 large lasers, with a build like that you can core out the back of any mech before they turn by firing the lasers then firing the 5-5 burst from the small pulse lasers, it puts out the damage to core out a fresh 100 tonner frontally in about 3 seconds, which means you can do it without overheating. It runs hot, but it tears enemies up.
This mech easily takes out a whole lance or more if played right with any of the loadouts I run, it just gets boring to play it with that constant meta mentality, honestly all that talk about requiring some long range sniping weapon up in the hardpoints at all times gets pretty repetitive. You don't always need to have a gauss+large pulse or bunch of large lasers up there.
Sometimes you just need to run it with an old Atlas mentality.

I agree my slight tweak would be the following.
Reduce DHS count to 16 (fixed value)
Add Artemis. (be weary of the Artemis omni pod bug).
Add 1 ton UAC10 ammo.
Replace TC with active probe. ( I feel A.P. is more valuabe on a brawler than the T.C.)

My general rule of thumb for mech building is that if you can't mount the weapons befitting your weight class, you're better off trying another mech build.
