I was wondering what the general direction of development has been. and i was wondering if clan mechs are still locked up with heat sinks and JJ's.
customizing my own stuff ios why i played MWO in the first place.
has game balance been meaningful at all?

It's more of the same currently. Although a complete rebalance is underway.

Be able to swap omnipods, or be able to swap engines and upgrades. Choose one. Clanners have the IIC mechs coming up soon, which will have superior Clan tech combined with IS level customization.

so the whole omnipod thing is getting abandoned entirley..? i don't like that system anyways becuase i can;t shed JJ's or heatsinks, also i can't go faster.
the new ones coming up will be fully custom?

Yes, the IIC mechs Clans receiving will have full customization, but no omnipods. So your choice will be between IIC mechs, which will have full customization without omnipods, or omnimechs with omnipods but no full customization.

i wonder then, do IIc variants exist of things like the kitfox? at least in lore..?
at least i'd have some hope for the future of those mechs.

Game balance still leans heavily toward Gauss + Lasers or Lasers + Lasers. Timberwolf, Dire Wolf, Stormcrow and Hellbringers are still king (along with a couple heavily quirked IS mechs). ELO was replaced with PSR. While ELO still allowed some trial beginners to fight highly skilled veterans, PSR puts people in buckets that is a little better at balancing matches. However, PSR seems to lean more to the number of matches you've played instead of actual skill.
The new balancing act is still a mystery. All mechs are getting looked at and rated on their hitboxes, weapon slots, and other factors and they are trying to add more information warfare. Each mech is getting armor, structure, and targeting quirks first. Then weapons will be looked at as well. After all IS mechs are balanced, then IS vs Clan balance will be looked at. Its the largest sweeping change since Quirks were added.
In preparation for Steam, they have added the Tutorial and quick in-game information screens.
As for omnipods, yes, jump jets and heat sinks are still hard attached and currently no change in sight. But Clan IIC mechs will soon appear and since they aren't omnipods, they can swap engines, heat sinks, etc. just like IS mechs.
