Some simple questions- anyone know the answers?

1) How broad is the tier distribution target in most matches? I get that after 2 minutes the release valve opens and it's broader grabbag, but are most matches a) bunch of folks on same tier vs each other, 60-700% same tier and a few from one up and one down, or c) a grab bag as long as it averages out and no tier 1 vs T4 orT5

2) Is it only absolute tier that matters, or does the progress bar in a tier matter. If someone just earned T3 is their weight the same as someone in T3 but 90% of the way to T2? Or is their still a numerical ranking like ELO that is separate from the tier ranking that is used, but also is reflected in the Tier ranking and bar.
