But won't that mean that there will need to be art for every type of weapon on every location? Sounds optimistic.

No, he means selecting which specific mounting location within a pre-existing limb.
For example, the order of the 3 energy on the Shadow Hawk 2K's shoulder. Let's say you put a PPC and 2 ML in there. He wants to be able to make the PPC always go to the top hardpoint, and put the ML below it. The current mechlab is liable to put the PPC in the middle or even the bottom. All mechs suffer from this.

Like on the Hunchback-4P, say you want to XL it and put 2 LL on the very top Hunch hardpoints, but do it without having to put 4 smalls on the other hardpoints to get it up there.
Or on the Banshee's, being able to put PPC's up on the shoulder points without needing all 3 PPC's there to get the 1 up high like you want. ect.

I think they've been using it as balancing measure for mechs. For example, on the EBJ-A LT omnipod with 3 energy hardpoints, the two uppermost LT hardpoints can't be accessed unless you have at least 1 energy weapon already in the lower LT energy slot...thus forcing you to take extra tonnage and crit space if you want those high-mounted energy slots. Regardless if you want it or not, it limits options.
I expect this is something that may come after the upcoming quirk revision for all mechs....which is not coming out until at least next year.

I don't think they're insightful enough to understand its implications on balance...I would suspect that it's due mostly to sheer accidents of nature and the dartboard of game decisions.

But not when the garage assigns the LRM-20 on the body while the SRM-6 gets to be in the drum for some reason. (and i get a smaller profile, which i like in close combat if it's an SRM striker).
