Because those mechs in your title are large mechs. Large mechs are almost universally more popular with the players than small mechs, even before MWO came around.

...it has half the hardpoints of a Spider 5V (arguably the worst 'mech in the game).

Until MWO is redesigned to not be all about damage and kills, the Ostscout is non-viable.
