Sometimes developers do sweeten the deal to players, but sometimes children need enforcement of rules to extract all the fun possible.

Targeting computers are balanced by weapons load: more weapons, heavier TC.

As we know, top notch players only take the lightest TC.

And the original BT game enforced a different rule: it would be cheesy to get all the boni from the TC without all the weight and space.

So I suggest bringing back the original rule: more weapons, heavier TC. Cheesers gonna cheese. But children need enforcement from time to time, or the play is less fun.
